 The particulars of its organisation, functions and duties;

 

The Department of Atomic Energy was established on August 3, 1954 with headquarters at Bombay and a Branch Secretariat at New Delhi.  The functions of DAE emanate from the following mandate: 

 

  • Increasing the share of nuclear power through deployment of indigenous and other proven technologies, and also develop fast breeder reactors, and thorium reactors with associated fuel cycle facilities;

 

  • Building and operation of research reactors for production of radioisotopes and carrying out radiation technology applications in the field of medicine, agriculture and industry;

 

 

  • Developing advanced technologies such as accelerators, lasers, supercomputers, advanced materials and instrumentation, and encouraging transfer of technology to industry;

 

  • Support to basic research in nuclear energy and related frontier areas of science; interaction with  universities and academic institutions; support to research and development projects having a bearing on DAE’s programme and International cooperation in related advanced areas of research and

 

  • Contribution to national security.

 

The powers and duties of its officers and employees;

The Department, which is under the charge of the Prime Minister, is responsible for execution of the policies laid down by the Atomic Energy Commission ( AEC ), which has full powers of the Government of India, both administrative and financial, within the limits of budget allotted by the Parliament.

Work/Duties of officers and employees

1.    Administration Section (Admn.) – all personnel and administrative matters of DAE Secretariat employees

2.  Centralised Cadre Section (CCS)  - all matters relating to recruitment/promotion of Centralised Cadre Officers

3.  External Relations Section (ER) -  all matters relating to deputation/foreign tours, cooperation with other countries AERB, Atomic Energy Act, 1962

4.   Secretariat Support Section (SSS)  -  general administration like transport, telephone, house keeping etc. pertaining to the Secretariat

5.   Vigilance Section (VIG)  - all vigilance/disciplinary cases of Group ‘A’ officers of the Department and its units

6.     Services Units Section (SUS) -  all matters relating to the units of the Department dealing with Purchase and Stores, Construction, Services and Estate Management and General Services.

7.    Secretariat Coordination Section(SCS) – Coordination with all sections within the Secretariat, all the units of the Department and  with other Ministries/Departments of the Central Government. 

8.   Industrial Relations and Welfare Section (IR&W) – all matters relating to the service associations/unions, JCM matters and other welfare matters like health, family relief scheme

9.     Parliament Section  -  all matters relating to the Parliament

10. Industries and Minerals Section (I&M) –  all matters relating to Nuclear Fuel Complex(NFC), Atomic Minerals Directorate for Exploration and Research(AMD), Board of Radiation and Isotope Technology(BRIT), Heavy Water Board(HWB).

11.  Public Sector Undertaking Section (PSU) –  all matters  relating to Indian Rare Earths Ltd. (IREL), Electronics Corporation of India Ltd. (ECIL) and Uranium Corporation of India Ltd. (UCIL).

12.   Power Section (P)–  all matters relating to Nuclear Power   Corporation of India Ltd. (NPCIL) and Bharatiya Nabhikiya Vidyut Nigam Ltd. (BHAVINI).

13.   Research & Development Section – I (R&D-I)  - all matters relating to Bhabha Atomic Research Centre (BARC), Indira Gandhi Centre for Atomic Research (IGCAR), Centre for Advanced Technology (CAT) and Variable Energy Cyclotron Centre (VECC).

14.   Research & Development Section –II (R&D-II) – all matters relating to the 8 autonomous institutions functioning under this Department, Board of Research in Nuclear Sciences (BRNS), National Board for Higher Mathematics (NBHM).

15.   Centralised Security Section – all matters relating to security in the Secretariat and all units of DAE.

16.    Organisation and Methods Section (O&M) – all matters relating to training

17.   Hindi Cell-Implementation of Official Language

18.    Budget Section – all matters relating to Budget and Planning

19.   Finance and Accounts Section -  all Finance and Accounts matters

20.  Control Section -  all matters relating to the expenditure

21.  Salary Section -  all matters relating to salary

22.   Cheque Section – all matters relating to cash and cheques

23.   Bill Section – all matters relating to the claims of the personnel

 24.   Internal Inspection Wing (IIW)- all matters relating to inspection of accounts of all the units of DAE.The wing has headquarters at Mumbai and Hyderabad

 

 

The procedure followed in the decision making process, including channels of supervision and accountability;

 

Additional Secretary, DAE is the Head of the Department  and the Under Secretary (Admn.) is the Head of Office in the Secretariat.  The matters concerned with the respective section  is submitted to the Under Secretaries, Deputy Secretaries and Joint Secretary/Additional Secretaries as detailed in the organizational chart (Annexure I Annexure II).The matters relating to Parliament are submitted to the Minister Of State after the approval of Secretary.

The Department of Atomic Energy [DAE] has a mandate to develop a nuclear power technology, to apply radiation and radio-isotope technology for the larger benefit of the society and to pursue basic research in frontier areas in Science and Technology.  These are carried out in the various Research Centres, Public Sector Undertakings, Industrial Units and Aided Institutions under the administrative control of the Department of Atomic Energy.  The nature of its activities limits public interface in relation to the formulation or implementation of its policy.

The members of the board/council constituted for the research centres, public sector undertakings, industrial organizations and aided institutions comprise of scientists/engineers and representatives for achieving the aims of DAE to harness nuclear energy for power generation, and developing nuclear and other advanced technologies for use in health care, agriculture, industry, research and other areas and the meetings/minutes are accessible only to the authorized members.    In addition, the Department’s Board of Research in Nuclear Sciences [BRNS] and the National Board for Higher Mathematics [NBHM] promote research in nuclear and allied fields, and mathematics.

The programmes of DAE relate to Nuclear Power Generation, Radiation Technologies and Applications, Basic Research, Research Education Linkage and Infrastructure and there are no subsidy  programmes undertaken by the Department.

In the matter of recruitment/promotion, the concessions in age/standard of passing examinations are allowed as per the Government policy.  Licence for mining, milling, processing and/or handling of prescribed substances granted as per the provisions contained under Atomic Energy [Working of the Mines, Minerals and Handling of Prescribed Substances] Rules, 1984.
