5.1 DIRECTORATE OF PURCHASE & STORES
The Directorate of Purchase & Stores (DPS) and its Units continued to provide material management support to the constituent units of DAE by way of purchases, receipt, issue, accounting, safe-custody and disposal of stores.
Following were the major activities of DPS during
the period April to December 2000:

DPS has developed an on-line computer programme in modules for Material Management System with the help of BARC. This package is designed to operate in client-server mode in the Local Area Network (LAN) environment. The Stores module has been functioning in BARC campus for the last two years. The LPS module has also been functioning effectively and with this experience, the Purchase module was put into operation recently. Enquiries and Comparative Statement of Tenders were generated through this system, which resulted in bringing down the lead-time considerably.
This programme covers all the activities from rising of the indent till the payment to the supplier, and closing the case file. It is expected that DPS will shortly be able to reduce the procurement administrative lead-time, which will benefit the Department extensively. The users will also be able to monitor the status of their indents, funds position, etc.
DAE has entered the international market for export of heavy water, this year 16 M/T of heavy water was exported to M/s. KEPCO, Korea and export formalities were completed by DPS departmentally within the time schedule prescribed in the contract.
The Technical Liaison Mission, Paris, which has been
assigned with the responsibilities of liaison work for all Units of DAE,
undertook the quality surveillance and inspection of items against purchase
contracts placed by DPS. It also undertook sourcing/expediting of supplies,
quality assurance activities, locating and evaluating alternative source
of supplies of critical and strategic materials, etc. and assistance for
collecting technical information and public relation support for delegates
visiting on nuclear programmes.

During the year of the report, the completed works included 104 flats of type II-B and 292 flats of Efficiency-Plus/Efficiency-Apartments at Anushaktinagar. In addition, DCSEM completed 100 flats each of type II-B & III-C and 132 Efficiency-Plus apartments for NPCIL.

The DCSEM has on hand schemes worth Rs.216 crore at various sites of DAE establishments and other departments including projects at Trombay Township, and facilities for AIR INDIA.
The Engineering Services Division - I & II of this Directorate maintained residential flats (8206) and public buildings in Mumbai including execution of upgradation works for the buildings, which were minor capital in nature. This Division is also responsible for the operation and maintenance of various services at the Anushaktinagar township.
The Estate Management continued to manage the Estate and allotment of residential flats (8206), shops, public buildings, and the security for the DAE Estate in Mumbai.
5.3 GENERAL SERVICES ORGANISATION
The General Services Organisation (GSO) at Kalpakkam looks after various common services such as Estate Management, Transport, Guest Housse, Construction and Maintenance and other services and amenities at Kalpakkam.
The activities of GSO were as follows:
Estate Management
The Estate Management Section looked after allotment of residentiaon quarters (5344 nos.) and shops in Kalpakkam and Anupuram Townships; managed guesthouse, hostels, hospital, schools and other services, and liaised with State Government and local authorities.
Civil Construction & Maintenance
The civil construction works is carried out by the Civil Engineering Group, IGCAR. The civil maintenance works of all the quarters/public buildings/sewage treatment plants etc were carried out satisfactorily.
